Makes sense, though it's that use of "mostly" that sets off my mental alarms. My first thought was that it was supposed to be "likable," but reliability is by far the more important virtue in a cleaner.

"Mostly" strikes me as a problem no matter what "liable" is a typo for.

Maybe they were being upfront about the fact that their staff are pretty unstable and meant "very labile Polish staff". They've done their marketing homework and realise that the ironic undersell is often a winner in the British context.

(They could also have meant "likable" but that would be boring.)
