Yep, the phrase is also used in Genesis 1:1 to describe the state of the world before God starts to create. It's a Hebrew hendiadys, and can either be translated as "without form, and void" as you say, or more simply as "chaos", as surliminal says.
Well, here's a page about the word "hubbub" that links it to the French words "brouhaha" and "tohu-bohu". I'm pretty sure I ran across the "hubbub" definition in French class. Interesting to learn it's roots in Hebrew!

Although I am a big fan if "God Speed You Black Emperor" It was actualy more to do with a particular period in my life and how I was feeling then.Anyone who wants to "have a go" at my latin tatt, let me know and ill stick it up here.
